This innovative and cutting edge program works with individuals and their families in transitioning from an adolescent program to an adult program. The program works with individuals from ages 18 to 24 in their treatment of substance abuse and mental health related issues. Pre-Trial Intervention Program
Stonington Institute has been operating all aspects of Pretrial Intervention Program (PTIP) since 1982. The goal of the program is to identify and address substance abuse related issues that impact both on the individual defendant and upon society as a whole. There are 9 staff currently employed in the PTIP and we have the ability to run 19 groups per week. Stonington collaborates with all currently contracted agencies and participates in the monthly interagency meeting with DMHAS. We also have a historical relationship and have entered into a Memorandum of Understanding with Community Prevention and Addiction Services (CPAS) as part of this proposal. Stonington has a bi-lingual staff and offers Spanish speaking evaluations and classes. The current complement of staff and licenses/certifications enables us to work with co-occurring individuals. Our programs are all located on major bus lines and we have a history of working with the underserved population. Stonington is always willing and able to negotiate any changes and/or modifications to the proposed structure as prescribed by legislative intent or actions. Program Description Stonington Institute’s PTIP currently provides: Evaluations for 10/15 week DUI; Evaluations for an 8 week Drug Education component; 10 and 15 week DUI classes; 8 week Drug Education classes; and referrals for further treatment. All this takes place at our facility located at 428 Long Hill Rd., Groton. The geographic area that this program covers is New London County, including the towns of New London, Norwich, Montville, Uncasville, Ledyard, Waterford, Preston, Groton, Stonington, North Stonington, Mystic, Quaker Hill, as well as towns in close proximity, such as: Danielson, Middletown, and Westerly, Rhode Island. In addition, Stonington will provide services for Out of State referrals as approved by DMHAS. We have over 22 years of expertise in providing pretrial drug and alcohol evaluations and treatment groups. Our target population is all clients referred by the courts for pre-trial intervention following an arrest for DUI and drug possession. This population is exceedingly varied and there is little commonality regarding age, gender, race, religious preferences, employment status, and/or educational achievements. Prior to 2003, the program requirement was that all persons attending this program will have only one arrest for DUI. Following legislative changes, we have begun to receive referrals for clients who have attended this program before, albeit more than 10 years ago. This changes the dynamic of the program in order to address the repeat offense versus the initial arrest. The majority of the clients referred to Stonington for evaluation and classes arrive mildly resistant to this process and angry at the courts or law enforcement for their arrest. Our professional staff quickly identifies this resistance during the evaluation process and discusses it in the early stages of the class. The initial focus of this process is to establish a climate of personal responsibility and move beyond this resistance. This is vital in order for the client to achieve the ability to self-assess their substance use/abuse and identify alternate behaviors. Our objective is to consistently provide timely evaluations with all court-referred clients. We understand that the courts require this information prior to the date of appearance and have worked to establish a system that recognizes each court’s individual needs. For example, the New London Superior Court typically has a 3-4 week delay and the client must have been seen within that time frame, while the Norwich Superior Court will typically delay a client for up to 2 months prior to their second court date. Our competent staff recognizes each court’s individual needs and we modify our schedules in order to meet those requirements. The staff will also identify any immediate treatment needs of a client and will intervene if we strongly suspect that he or she will require detox services prior to treatment and notify the courts of this information.
